Liverpool - Stanley Park

The Stanley Park Zone is made up of one major renewal area - Anfield and Breckfield and is characterised by a large amount of terraced properties built before 1919, high number of empty properties, low demand and high occurrence of crime. A significant opportunity exists to restructure the housing market imbalance.

Why has my area been chosen for development?

Anfield and Breckfield is one of the City's biggest Renewal Areas, covering 4,960 properties, and has the largest clearance programme within the NewHeartlands area.

What is happening?

The programme in Anfield / Breckfield made significant progress during 2008/09 by exceeding all acquisition targets. This included the acquisition of all residential properties in Phase 2, with a further 126 acquired from Phase 3. Some properties in Phases 4 and 5 were acquired, after securing additional short-term funding.Decanting from the clearance area continued successfully in light of the challenges of the credit crunch with residents moving into the Rosemountnew build development or sustainable neighbourhoods.Residents were delighted to see the clearance programme continuing to move forward with the start of the Phase 2 demolitions and approval of the Master Plan for the redevelopment of the cleared sites in June 2008. A community garden was developed on the Gilman street cleared site with Jigsaw and the residents still living on the other side of the road. This received a lot of positive feedback and is making the residents feel more comfortable until the site is redeveloped. The front environmental improvement programme continued with 145 homeowners benefiting from the work. This has been a significant scheme in the area with over 763 houses receiving the works to date. Within the wider area, the new North Liverpool Academy is open and potential sites were identified for the new Breckfield Primary School and two Primary Care Trust health centres, to support the local community. These facilities will have opened their doors by early 2011.

Completion of the restoration of Stanley Park and the Gladstone conservatory and associated transport and infrastructure works, further complemented the regeneration of Anfield / Breckfield.

The year ahead looks positive with plans including completing private residential acquisitions in Phase 3, detailed planning approval for the Phase 2 redevelopment site and commencing on the second phase of the Rockfield refurbishment scheme.

This will be complemented by front environmental improvement works to properties in Conningsby and Sybil roads and the completion of the Rosemount new build development. Work will also continue on the development of the Special Purpose Vehicle to accelerate the regeneration of Anfield / Breckfield.

How long will all this take?

The re-development of Anfield and Breckfield is expected to be a 15 year process.
